2021 Election Information and Smithers Candidates for the Bulkley Valley Credit Union Board of Directors

Only a member carrying on his or her principal financial dealings with the credit union at the branch situated in Smithers, BC will be eligible to cast a ballot. Balloting to fill the two seats on the Bulkley Valley Credit Union’s Board of Directors will commence with in-branch voting as well as online on Tuesday, April 6 during regular business hours and will continue through to the end of the business day on Monday, April 12, 2021.

Nominations for the directors of Bulkley Valley Credit Union closed on February 16, 2021.

The Nominating Committee received one nomination from the Lakes District representation region and Bill Miller will be declared elected by acclamation at the Annual General Meeting on April 26, 2021.

Three nominations for the two open board positions representing the Smithers Region were received and as a result an election will take place in the Smithers Branch.

Who May Vote

All Bulkley Valley Credit Union members in good standing whose principal financial dealings are at the Smithers Branch of the credit union as of January 1, 2021 are entitled to vote, except the following:

- Junior members under nineteen years of age.

Non-Individual Voting Privileges

A member of the credit union who is not an individual and who is otherwise entitled to vote may vote through an appointee representative. The representative cannot be a member of Bulkley Valley Credit Union, as he or she cannot cast two votes. In addition, a representative may not represent more than one non-individual member. To be allowed to vote, a representative must present written authority at the time they register to vote.

How to Vote Online

Electronic voting will be made available through our website for the Smithers membership from April 6-12, 2021. You will be required to input unique information to identify yourself. There are three candidates running for two positions. Select the two candidates of your choice. If two candidates are not selected you will be given an invalid code until two choices have been made. Once you have submitted your choices you will be given a confirmation receipt of your successful voting.

How to Vote In-Branch

While we encourage all to take advantage of online or mail in voting, voting will take place during regular business hours April 6-12, 2021 at Bulkley Valley Credit Union’s Smithers branch office. You may be required to show identification such as a driver’s license, social insurance card or other means of identification. There are three candidates running for two positions. Mark the ballot with an “X” for the two candidates of your choice. If the ballot is neither marked with an “X” or two candidates are not selected, the ballot will be considered invalid. Following completion of the ballot in the voting booth, place the ballot in the ballot box at the poling clerks’ desk.



Meet the Candidates

Cathryn Olmstead

Cathryn considers herself a long time resident of Smithers.  She grew up in Bulkley Valley in the 70’s, moved away and returned for good a few years later. 

Cathryn has participated in many different initiatives targeted toward cultivating health and resiliency in the community.  Her volunteer activities include Director with Northern BC Winter Games and Wetzin’kwa Community Forest, and most recently the Bulkley Valley Credit Union Community Support Committee.  Cathryn served two terms as a Town Counsellor.

Cathryn is the Executive Director for Smithers Community Services Association,  overseeing the day-to-day operations of the social service agency with a primary focus on helping those most vulnerable.

Leadership roles such as Executive Director and Municipal Councilor have provided Cathryn with the opportunity to gain knowledge and experience in the realms of organization management, strategic planning, policy development, and fiscal management.   As a member of the Community Support Committee, and former director of other organizations, she understands governance structures and has direct experience evaluating proposals and funding applications. 

Cathryn approaches ideas and concerns with curiosity; believing honesty, transparency, and collaboration are key components of organizational and personal strength.  Cathryn believes in the inherent strengths and resiliency of individuals, families, and communities; and in offering opportunities for those entities to cultivate and capitalize on those qualities within themselves.

Cathryn’s core values are aligned with those articulated by the Bulkley Valley Credit Union and her interest in sitting on the board stems from witnessing the positive impact it has on the communities it serves.


Patty Peterson

Patty has been a Director of Bulkley Valley Credit Union representing the Smithers District for the past 24 years and has served as Board Chair for the past 4 years.  She has participated and chaired numerous committees including the Audit Committee, the Investment and Lending Committee and the Community Support Committee.  As a member of the Board Executive, she recently was involved in conducting an extensive Canada-wide recruitment search and hiring of our new CEO. 

Patty has completed many Credit Union courses and works toward graduating from the Credit Union Director Achievement program to become an Accredited Canadian Credit Union Director. Through education and experience, Patty brings an understanding and belief in the importance of strong board governance and strategic planning to move our organization forward.

A long-time Smithers resident and active community member, Patty recently retired from a career in the airline industry.  She and her family appreciate and enjoys the diversity and amenities our communities have to offer.

Patty is committed to the membership of BVCU and working with the Board of Directors to ensure our Credit Union is financially healthy and our members are provided with a full range of services for their personal and business needs. 


Tom Roper

My name is Thomas Roper. I have been in the Bulkley Valley since 1975. I have 3 Sons and 5 Grandchildren.   I was born in Vancouver and raised in Burnaby. 

I graduated from High School then attended Langara College.  I travelled throughout Central America, Europe, and North Africa.  These experiences shaped my character. 

I moved to Telkwa in 1975.  I secured my first mortgage off Credit Union Manager Walter Boissevain.  Unfortunately 1982 came with a major recession.  I lost my job, separated from my wife and called Walter for advice.  He assured me all was in order and to try and pay the interest on the loan.   

 I met my present wife, Sara Tomlinson, in Smithers and married in 1995.  We approached the Credit Union with then Manager Ernie Pow for a loan to purchase a property along the Telkwa River.  

  Our next adventure was the purchase of a bankrupt business, the Peak Billiards and Espresso.  Again the Credit Union was there for us.  In 2020 we decided to sell the ranch, downsize and move to Smithers.

Believing in community, I have been active in coaching sports. I helped in the construction and ongoing maintenance of the Northwest Animal Shelter. I volunteered with Backcountry Horsemen as Chairperson. In 2020 I worked at the municipal election and helped deliver Christmas hampers.     The Credit Union has been a very important part of our financial life.  It is now time to give back and I would feel privileged to serve as a director.
